This is a placeholder proposal. In Track racing, we have exactly the same rule (2B.6.8) as in Road racing (4.B.5.3).
We have had a long discussion in the Track committee (see https://iuf-rulebook-2018.committees.unicycling-software.com/discussions/141) on improving this rule.
My plan was to create a similar proposal in the Road subcommittee once we had landed on something useful in Track. However, we haven't succeeded yet.
In order to not miss the deadline for proposal submission, I have put this placeholder proposal here. It could be edited later, or discarded.
